like the title asks, i'm wondering if there is a coalition of merc units who have banded together to form a larger unit, one where each merc unit is still an individual entity but can come together and play as a team for 12 mans and tournaments and private matches and potentially CW.
my small unit is looking for something similar, or failing that we are looking for a larger group to play with where we can keep our own identity as a unit and remain autonomous
PM me if you have questions or offers, thanks

There are a couple out there,
Notably each of the Houses have a Coalition of Units that form the core of their Faction. For Mercenaries some groups have banded together to do certain things though temporary and normally last until the goal or objective is done.
There is the Mercenary Star Coalition which is an alliance of like minded highly competitive units. The units that make up this Coalition can be found here However the units under this Coalition are for the most part self-sustaining. As well you have to prove your way in as it were.
As for larger units, they do exist in that they would have different sub-units (companies) that make up it's structure. However most would like you to be absorbed rather then be very independent, as it would cause issues internally.

Various units have individual agreements with other units as to how far they wish to take allied interests and diplomacy:
These can include various Pacts based on relations (but not limited to):
Non-aggression.
Defense.
Economic Assistance.
Allied Aggression.
They then negociate these relationships as applicable on a case by case basis. However for strategical decisions it can be hard without knowing the mechanics of how Mercs will be used in CW in detail and any economical interests related to their use like contracts or bidding etc. or any interconnected relationships in the game mechanics with their employers.
Various Merc Units have formed these "nested" alliances with each other simply for social relationships and also to support each other with "scrims" or supplementing numbers for 12 man drops.
Other than approaching various units individually, there are significant social events like the Merc Madness event that bring various Merc groups together for fun socially. You may as a result find opportunities to meet various unit members at these events to see if there are any like minded individuals that could be considered as allies to support your needs.
However like most diplomacy it is best trying to discuss terms and interests as best "face to face contact" on VOIP as opposed to posting interests on a forum or PM. Though those methods may still produce results of course.
