The Raven 3L carries ECM and still has a larger engine cap and arguably the best hardpoints of the 3. If the 2X and 4X could carry a 300+ capacity engine that would make them more competitive.
Ravens, while being light mechs, are more of a damage dealer than other light mechs. At least they are supposed to be. It is supposed to sacrifice some speed for a bit more firepower.
Not to say that its still not supposed to be a fast hit and run mech and a scout. It is. Its just meant to do a bit more damage than most lights. Most people lose sight of this by strapping the easy mode ssrm2s on it. You lost a lot of damage by using all streaks.
Also, keep in mind that different variants were also designed by different houses. The Raven 3L was a production of house Liao who preferred faster ECM capable scouts.
RVN-2X
Many of the Ravens captured by the Federated Suns in the Fourth Succession War were refitted to the 2X standard. It replaces the EW equipment with a Large Laser and adds an additional two and a half tons of armor.
RVN-4X
A Capellan variant of the original prototype, the -4X was an attempt to turn the chassis into a pure combat unit. It removes the EW equipment and is outfitted with five jump jets and two Machine Guns with a ton of ammunition. The armor was increased to the chassis' limit of seven tons.
The Raven is also a heavy light mech. Only 5 tons short of being a small medium. That amount of weight will reduce the effective speed (or should) of an engine.
