As far as I know, this only affects the Phoenix 'mechs (all variants, not just the Phoenix variants).
Equip Machine Guns, assign them to weapon group 1. Equip anything else, assign them to weapon group 2. Fire Machine Guns. Observe group 2 not firing every time you click the button, instead firing approximately however often it feels like. Alternatively, you can switch the groups, it does the same thing. As far as I know, this only happens on the Phoenix 'mechs (including non-pseudo-hero variants).
It's also really really annoying, and makes it nearly impossible to use MG's effectively with other weapons. >.>

My Phoenix Locust works fine with two machine guns on group 2 and a large laser on group 1.

Sorry, should have clarified. You need more than one weapon in the non-MG group. IE: A Battlemaster with 2 MGs and 7 MLs. There is an absurdly long "cycle time" (delay between firing each ML) while firing the MG's. Don't fire the MGs and it's fine... Which makes the MGs useless. >.>
