Low Ping, Hits Not Registering.

My cousin and I are playing with 12 ping, but more than half our hits are not registering. Even on large targets the hits are not dealing the damage they are supposed to be.

I also see problems but only about 25% of the time. My ping. Is usually about 40 or so
