Maybe I missed a dev post somewhere, but...
With the Pheonix variants unavailable to those who didn't buy the Pheonix pack, there will thus only be two c-bill variants available for the Locust, SH, Thud and Battlemaster. In order to get full skill trees you need three mechs of a particular chassis. Does this mean that PGI will release an extra c-bill variant of each of the new mechs to allow non-Pheonix owners to get three variants? If so, any idea when they will be released and what we will get?

The phoenix variants are a standard variant, just with bonuses and different geometry. Much like how the founder mechs work.

Founders mechs aren't different from vanilla variants, the same happens for the BLR 1G, SHD 2H, TB 5S and the LCT 1V, there will be cbill variants so that you can easily master three variants. Check the recently released locust in your mechlab, the 1V isn't an exclusive to phoenix owners.

There will be 3 variants of each chassis available for c-bill purchase. However, those that pre-ordered Project Phoenix will get a Phoenix variant, designated with (P) after the variant designator. These variants will look a little different and grant bonuses to c-bill and loyalty (for community warfare) generation, but will otherwise be identical to their non- (P) cousins.
For example, other than a small panel of armor extending down from the arms, the 1V(P) and 1V Locusts are the same in actual combat.

Does the C-bill LCT-1V have a better view because it does not have the extra roll bar across the canopy?
