A 'Mech actually carrying ECM shows up with "ECM" letters. They are not targetable.
If a non-ECM 'Mech is near an Atlas-D-DC, Raven-3L, Cicada-3M, or Commando-2D that has ECM, they will have an "eye" icon. That means they are not targetable.
The "cell phone bars" icon means that an ECM 'Mech is having its ECM countered by an opposing ECM or BAP. They are targetable.
