At least part of it could be from previous bad experiences with lights in the rear - capping, or sniping at rear armour while otherwise engaged - combined with the feeling many get in pug matches that if I don't do it, no one else is. It's difficult to trust pug teammates with knowing their roles.
That said, people have got to be aware of their roles. Only those capable of catching squirrels should chase squirrels. Otherwise, leave it to the team.
Of course, though, you're sunk if the matchmaker put you with all heavies/assaults, or your lights are dead.

Only if they have 3-4 lights and they're working as a pack otherwise a single well piloted assault or people who listen and shoot legs will roll them pretty quickly.
