I'm not sure if it has ever said 40 in the description and I don't think there was a hotfix patch since the last patch so I doubt it was a ninja nerf but the description for all 4 variations of art/air strike states that it does 10 damage per shell instead of the current 40.

It's just a bit of text they forgot to update. It's correctly dealing 40 damage in the game files.
