With the hill climb penalties getting a little carried away it is now often impossible to back up out of enemy fire in many situations where it seems intuitive that the mech should be able to step back behind cover.

Usually thats because a friendly mech is behind you. You know laws of physics and 2 objects in same place at same time thing.
