I'd like to see the cost of the Artemis upgrade cost adjusted to have a value based on the number of missile slots on a Mech. Ideally, 100,000 C-Bills per missile hardpoint makes sense, rather then a flat 750,000 for Mech's that have 2 slots and those that have 5 or 6. Also, changing back to standard equipment for either armor, structure, heat sinks or guidance systems should be free of cost, once it's been purchased, it shouldn't have to be paid for again.

I don't really see the point for doing that. Artemis is a technology implemented to the mech's missile launcher system, not to every specific tube.
Not a useful idea to be honest... IMO

So you have no problem with paying 1.5 million C-Bills if you want to upgrade 2 missile hardpoints to support Artemis? Why should I have to pay more for less when I can go buy a Mech like the Catapult with 6 missile hardpoints and upgrade it to use Artemis for the same price as a Jenner D that has 2 missile slots? It's a good idea when it comes to not wasting your C-Bills, which are a complete pain in the *** to farm even with a hero Mech.

I would like this to be the case as I like jenners also...
I also think the same should apply to FF armour and ES Structure.
Its not going to happen though.
Tag/Support/Harrassment/Spotting/Assist bonuses don't seem to scale with the weight of the mech either. Basically, if you have heavy/Assault Mechs you will generate more money, thus afford these toys quicker than with a light mech.
So much ingame complaints about light mechs, yet they are disproportionately more expensive.

You just answered your own question though. It helps create diversity. It's not as cost effective to put it on a mech like the Jenny but if you want it you can do it. This is one case where I really think it's working as intended. Little things like this act as deterrents to putting every single upgrade on every single mech.

Would you get a refund if you removed some of your launchers?
EDIT: Oh you are talking about Hardpoints aren't you?
