While there are some new articles that have information releases, and other teasers are out on Facebook and/or Twitter, in the end, all of that information ends up here within a few hours.
They have done one reddit Q&A (which was posted here on the MWO forums), and that's about it.
As far as the GW2 Tracker, there is a very shallow difference between that, and just clicking through the individual links on the dev tracker here.
That just boils down to 1 step of convenience.

Considering that your own link has links to twitter accounts where they are clearly posting a lot I would say that they are not "pretty much always post here". It is still in a odd sub-forum and really should have its own section where it is more visible, and I would hope they could organize it a bit better.

The best way they could find to hide any negative posts was to do this.

I've talked to a lot of people who had threads deleted for containing information PGI didn't want out there.
But that's just hearsay.
