Since you seem unfamiliar with the game's background, later in the timeline there will be X-Pulse lasers (same range as non-pulse cousins but monstrous heat) and Variable Speed Pulse lasers (damage scales non-linearly, better range, heavier, more heat).

For now, pulse lasers are not actually pulse. It's just a half-time laser. Laser have 10 ticks of damage, pulse laser have 5 - and thats all the difference. It's just a botchery.
Pulse laser should have principially different mechanics. I'll be happy if it has 1 tick with 1/5 of normal laser damage and 1/5 cooldown. High density low power fire.

Yeah I like the idea of changing it from a shorter duration laser into an actual pulse laser just like you suggest.
Or as just make it pulse 2 or 3 times and do instant dmg instead of DoT dmg.
So if we take LPL.
10.5dmg
If set at :
2 Pulses = 5.25dmg per pulse that hits.
3 Pulses = 3.5dmg per pulse that hits.
Adjust the pulsing rate / speed (time before next pulse) as needed for balancing.
Basically it would be the same as making ballistics fire in 3 or 4 round bursts to get their rated dmg.
Either way works for me.

Saying that I would love pulse to be a DoT weapon similar to the MG but with greater dmg to compensate for having to face your target the entire time to get full dps
