I hold shift, and i feel it turning left and right the way it should, but the little circle is not moving over to help me aim. IT is only going up and down, but not left and right.
Also I notice the sounds have been cutting in and out.....and also the sound of the nominal systems voice at the beginning is barely audible.
Only thing I really care about though is the arm lock not working right. I only like to hold shift occassionally, i don't like it always off....thank you for a great game.

For some 'Mechs, it's not supposed to work. The 'Mech must have lower arm actuators, and some (like those that have AC20s in the arm) don't. Those 'Mechs cannot move their arms to the side like normal arms can.
As far as the sound level goes, you may need to adjust the voice or other sound levels in the Options screen.

Which 'Mech are you piloting?
If you wish to move arms only, you should try holding Ctrl. (=Free look which also moves 'Mechs arms if present)
Holding Shift locks the little circle to that little crosshair.

SirDubba -- If you have Arm Lock off in Options, the Shift key toggles it on temporarily. If you have Arm Lock on in Options, the Shift key toggles it off temporarily.
