This is my suggestion to "fix" the pulse laser as it compares to other energy weapons. Use a charge-up bar similar to the Gauss Rifle. While the bar is charging, your pulse lasers are firing just like medium lasers. Once you release the trigger or once the bar charges to full, they then complete the shot by dealing a small amount of instant damage.
Current stats for Medium Pulse Laser:
180m range, 6 damage, 5 heat, 3s cooldown, 0.6s duration.
Current stats for Medium Laser:
270m range, 5 damage, 4 heat, 3s cooldown, 1.0s duration.
Proposed stats for Medium Pulse Laser:
Charging: 180m range, 4 damage, 3 heat, 1.0s duration
Release: 180m range, 2 damage, 2 heat, no duration / instant hit
Effects?
Click without holding: 2 damage, 2 heat, no duration, 3s to fire again
Click and holding: 4 damage over 1.0s then 2 instant damage, 5 heat total, 3s to fire again

I honestly cant remember the last time I saw large or small pulse lasers used. I leave MPLs out because I have one on my spider.

SPL go alright on light mechs. Med Pulse is pretty average because of extra weight and heat, while LPL just genereates stupid amounts of heat. I'd use it if heat was lower

Not too put your suggestion down to much here, but it kind of makes Pulse Laser less Pulse-like, no?
The best suggestion I've seen to fix pulse lasers was to remove the fire-time completely, allowing people to hold the pulse lasers on for as long as their heat would allow (sort of like a MG, but with the heat generation of current pulses).

I'd add a +30 range to SL, SPLs, and MPLs, then lower the heat on MPLs to 4.5 or 4.
SLs and SPLs would be 120-240 M
MPLs would be 210-420 M

all the pulse lasers are simply too hot when stacked to be very good for brawling.
