Say a victor and a hunchback were both capable of 70kph. Would the hunchback accelerate faster, or is acceleration directly tied to engine size?

It is tied to engine size yet hindered by the mech's weight. Just tested a Cataphract and a Stalker with just basic efficiencies and a 52 kph speed rating. The Stalker burst out of the gate compared to the lumbering Cataphract. Will need to run more test later to disqualify mech quirks. *Edit* I think I'm wrong on this account, they both accelerated at the same rate but the Stalker looked faster due to the quicker steps.
