I agree. Heat Scale was a very un-intuitive fix when a combination of locked threshold (Note 1) and reduced ammo (note 2) could have been both simpler, cost effective, and done within 30 seconds or less to tack into a testing build.
That's not to mention far more effective and easier to communicate. "You can't hit 30 points of heat at once or reach 30 points of heat overtime. If you do you will shut down." Most meta builds instantly go out the window as useless. It becomes either boat lots of small weapons, boat autocannons, or chain fire everything. Since ammo gets reduced, the only choices are small low-heat weapons or chain fire.
