The 9S is the one I kept after mastering just because I didn't see a need for a third ballistic hardpoint, while a third missile hardpoint could be useful.
They're pretty much all good though, so you can't go wrong with any of them.

Yes I also think 9 K is worst variant, but DRAGON SLAYER is definitely best from all, cose he have better placed hardpoints, then any other.
But if you cannot buy MC the best are 9B a 9S, first is Dragon Slayer offcourse

2E/2M offers decent backup weapon options.
9S is pretty good for either 2xUAC5 or AC20 builds. 3x Missile should be used for Streaks the way the game works now. (SRM Hitreg sucks)

But try not to think in such blank and white terms as best/worst. All of the Victors are solid. Depending on your play style, you'll tend to prefer one of the variants, and that variant may be different than what others suggest.

AC20/2xUAC5? 9S is best as it's got an extra missile slot if you need it over the 9B.
3xAC2/2AC2+AC5? 9B is best
Want 3 arm energy slots? the 9K is your mech.
Want torso mounted energy? The DS is for you.
Generally, the 9B/9S are similar, and the 9K/DS are similar, so I'd suggest keeping one of each. I personally prefer the 9S and 9K, but I've never piloted a DS.

It is recommended that you get 3 variants so you can get the Elite bonuses for your Victors.
When it comes to the question of which one to buy first, I'd say either the 9S or 9B, because they can be very effective with just a few cheap upgrades.
For example:

(in the 9B you'd just drop the SRM2 and leave an extra jump jet or put in an extra heatsink)
The mech is nearly stock, all that's extra is an SRM6, an SRM2, 1 ton of both AC20 and SRM ammo and DHS + Endo steel.
All in all just around 2 million C-Bills above the stock mech you buy and it works quite well while you farm the Exp and get more C-Bills for a better build or for the other 2 Victors.

Ummm, move 4 heat sinks into the engine, add endo-steel which will get you 4 extra tons to play with. This is the build that I use. VTR-9S. Also works on the VTR-9B.

Long answer: They're all pretty solid, and you'll need all three anyway, so order is not important.
