Q On Target Decay And Module Purchases

So, I just dropped 5k GXP and unlocked Target Decay lvl 1.

If I spend the 6 million c-bills, do I automatically get upgraded when I unlock lvl 2 or do I have to spend another 6 million? If so it seems better just to wait until both are unlocked.
