To get to the point, I run on this computer (laptop):
AMD 2.3ghz A8 APU - quad core
6750m 1gb gddr5 @ 1080p HDMI
8 gb DDR1333
750gb 5400rpm
Now, in pretty much every other game I will run with dual graphics (apu + discrete), but since I can't force this game to use crossfire (and I have tried my darndest to do so), that means I take a decent performance hit in that way. However, I still manage to do OK.
During peak times in matches, my fps varies from 15fps up to 30fps (I use a 33fps limiter). Most matches hover around 20fps during peak times with awful input lag. What is input lag? That means when I move my mouse it takes a few miliseconds before that registers in game. Or, if I press my "zoom" key, it takes about 2 seconds before I actually zoom in, in game.
In testing grounds I get 30fps almost all over the place with instant zooming, and no input lag.
Now here's the interesting bit: during off-peak hours (evening my time here in Australia), I get amazing in game performance almost always 25fps+ in matches with almost NO input lag, huzzah!
What gives?
