In order to unlock the Elite skills, you'll need to purchase and upgrade two more variants with all of their Basic skills also.

Fun Fact: Once you unlock all the basic skills for the three different chassis, you can go and unlock all of their Elite skills also. By doing this you'll automatically unlock X2 for all of the Basic skills on every chassis also!
(i.e. You're hovering over the CoolRun skill, which gives 7.5% heat dissipation. Getting the X2 for basics makes this 15%!)

Yep.
You need to have all eight Basics unlocked on three variants of the Catapult before you can start on the Elites.
To get access to the Master unlock, you need to have all of the Elites unlocked on three variants of the same weight class. It can be three Catapults, or one Catapult, one Jagermech, and one Orion, or any other combination of the same weight class.
It works like that for all 'Mechs.

Actually, I saw this wrong. I thought the tree had been reseted and the XP refunded (don't recall having that much free XP).
The "unlocked" suggests that I can buy it, not it was already purchased.
