Could be a DNS, firewall, or routing issue.
Have you recently installed new software, or purchased new hardware?

at what point exactly do you see that popup? At log-in? In launcher/patcher? After log-in? I usually don't work on that, but I can dig around a bit... in any event, remember support tickets are a good idea so that the issue isn't lost in-case I forget or get too busy with other stuff.

Perhaps it's best to run the game client in admin mode. IIRC, right click the desktop shortcut (or from Start menu client icon), then you get into the properties, then go to compatibility tab, and tick the run as admin selection box. This solves your user account control pop up you get at launching the client. Perhaps this also solves your connection issue (well, one can hope..).

I'll send this post to the dev that works on that particular point in the game and hopefully he has some insight... I can't ask him right now since he's not here today, but I would guess that either there's some sort of error in reaching the URL that shows the maintenance status (so perhaps something about your windows installation is special in that the dependency we have to WinINet.dll isn't being satisfied or perhaps your firewall for some reason blocks the connection to http://patcher.mwome...cked_status.txt which is an http request to a destination port 80)
A random google search reveals that perhaps running command prompt as admin and issuing command 'sfc /scannow' is helpful to identify corrupt operating system files. Though no warranty is provided there as I am not an IT admin! As for troubleshooting your firewall, perhaps you've already inadvertently blocked the application in your firewall? Perhaps checking your list of blocked applications may reveal a clue.
