The most astounding thing is that Ballistics and PPCs aren't terrible anymore.
It's a free game though. And these are game forums boiling with impotent gamer frustration. There is no reason to come here and ask when you can just run through a few games for yourself for free.

But to answer your question,
A lot has changed so you should give it a try (it's not like it will hurt you). Still no UI2.0 or Community warfare, or new game modes, but the UI has been tweaked, we now have 12v12 and multiple new maps. Lances have been defined.
ECM has been weakened some with BAP countering ECM. Host State Rewind has made shots more accurate so you don't have to lead your targets anymore (which makes ballistics useful. Currently, everyone is using ballistics). Also, there is something called "Ghost Heat" or "Heat Penalties." Read up on how that works. The gist is if you fire too many of a weapon at the same time, it will generate extra heat.

It's actually funny that nowadays people are complaining about ballistics and are calling this game "ACWarriorOnline".
And with today's bombshell of an announcement, the forums look like one giant comedy show!
As for whether or not it is a good time to jump back in, I say "Why not?", especially if you have this urge to blow stuff up.

Defects in Piranha's game balance ability:
- SRM's no longer work. If you are using them, you are significantly gimping yourself
- Piranha implement ghost heat on a number of weapons. Ghost heat isn't documented anywhere in the tool tips. More than 2 LL and you start generating extra heat. If you try to fire 4 PPC's your mech will cook off.
- Piranha added a .75 sec delay that lasts for .5 sec before you can fire Gauss
- Poptarts only need 1 JJ to effectively pop tart now. So there is no tonnage cost to pop tart
- Most effective mech in the game is a Highlander with 2 AC + 2 PPC
- Instead of the mechs with the most PPC's winning the fight, its the mech can mount the most AC's that has the odds in their favor now.

I will take my Ilya with 3 UAC/5's vs you in an Orion as long as you can't mount any AC and I'll destroy you. The problem with people like yourself is you don't know the math. A PPC = 10 damage 10 heat 4 seconds to refire. An AC/10 = 10 damage 3 heat 2.5 seconds to refire. Even factoring in ammo and the extra tonnage cost for the AC/10 vs the PPC needing extra heat sinks, you will always do more damage with the AC/10.
AC's have a tremdous rate of fire and heat advantage over all weapons in the game. Because the developers screwed up and made heat the primary limiter for weapons, the weapons that do the most damage with the lowest heat are the best in the game.
The current meta is 2 PPC + 2 AC/5 or 2 PPC + 1 AC/20 + JJ. Some just say screw it and go full AC now and don't even bother with PPC's.
