That's a pretty fair assessment. I feel like, at this point, PGI has hired far more artists and designers than programmers and engineers. And the development of the game shows it. They have a pretty wide catalog of impressively cool looking mechs and some cool paint patterns etc. But core game components are moving at glacial pacing. Perhaps they need to hire a handful of temporary engineers or programmers just to push the components of CW through and help identify and blast bugs. I respect that PGI is a small and new company that may have bitten of more than they could chew. I just hope the figure out how to get things done. If they want to win the community back, deliver something EARLY for a change.
