That has always botherd me, why so many sub forums and then more under those ?

The admins nuked General Discussion after it became toxic with QQ and troll threads. As long as you know what subject area you're looking for/want to post in, it's actually easier now to find what you're looking for. It takes a little while to get used to, though, sure.

I feel sort of bad for calling you out in-game about troll threads, though. Seems I gave you an idea.

Its PGI attempt to silence the outcry over all the bad decisions PGI/IGP made.

The general discussion is now off topic sub forum.

Plenty of different discussions?

There's a few subforums that kinda overlapp, but for the most part, they're spread out so folks can talk about what they want to (game balance, mech builds, new player help, maps, etc) and mostly avoid what they don't. There's a little repetition, but generally I find that threads also take different tones in different sections.

^^^ This ^^^ Though, the player bases seem to have all the same complaints in both, LOL. I think IGP/PGI and Gaijiin are related somehow ;)

Silence it? Seriously? If you have a problem there's the Feedback section. Not to mention the Gameplay Balance etc.

IGP isn't very good at community management. Unlike virtually every other game they can't manage a General Discussion forum without it getting out of hand. This place is now designed like a prison, no place for large groups to gather to keep down riots. You'll note a lot of the press MWO got was regarding forum revolts, so rather than deal with the cause of the revolts they decided to deal with the source, i.e. General Discussion.
Again note virtually every other game manages a General Discussion forum. So take the excuses as you will.
