I'm unable to complete a purchase of a clan pack, it's saying my card isn't working despite calling the company and having them tell me it's fine, PayPal and the CC check out both fail. Anyone else having similar issues?

It's because people who were unhappy with the way the game was going were falsely reporting the company for fraud so they could receive refunds from the credit card companies for previous purchases. Now the game is on a fraud watch list. Some credit card companies pay attention to this list, while others don't. Evidently yours is one that does.
You will have to contact your credit card company and tell them that the purchase is authorized (preferably being on the phone with them while doing the transaction).
