Elo is per weight class and I don't think tonnage has anything to do with it.
I've dropped in a group of almost all lights/meds, couple of heavies and no Assaults vs a group with 1 light, 2 meds, the rest H/A..... it was a blast. We lost, something like 7-12 but listening to the other side whine about Light wolfpacks was sweet, sweet music

What I mean is that every player has 4 different Elo scores for each weight class (light, medium, heavy, assault). I would be interested to see if there is a disproportionate number of assaults and heavies in high Elo.

My guess is that there is higher ELO values for heavies+assaults (particularly those that are meta-heavy compliant) than mediums. Lights shouldn't be too bad as it probably would fall below heavy+assaults, but not by much.
I think the Shadowhawk has upped the ELO values a bit, considering how powerful it is... I'm not sure how close to lights they are though...

I downloaded the Public Test environment and immediately after that my production environment would not get through a single game without disconnecting. Even though Public Test supposedly uses no shared files with production.
I ran the repair tool and production stability increased but only to the extent of disconnecting 1 out of every 4 games instead of every game.
Someone suggested I reboot my router which I did and after that I was back to normal.
