An easy way to balance the clan weapons/Mechs is to make them require a module slot for each weapon/tech that you want to add to a Innershphere 'Mech.
You would need to up the IS modules effectiveness to counterbalance this.
Also, IS tech cannot be mounted on Clan Mechs, but weapons can be...with a module.

Hell no. Right now most people are using one or two module slots at most . Allowing us to mount clan weapons on IS mechs renders Clanners obsolete.
To counter module slots being unused, you'd have to make modules cheaper in GEXP and cbills so that people could afford to use several on a single mech. Making them more powerful would only make it harder for newbies to impact the game.
