I've been trying to purchase MC on my bothers account for Christmas but it doesn't seem to go through at all, I've tried on 3 different computers and cleared my browser cache but still nothing.
Is the service down or something? I can't find any information on it any where.

Yeah.
Some accounts were placed on a list. The accounts on that list will have problems purchasing MC until they contact Support via E-mail and ask to be put on the "white list."
