If I'm understanding the situation correctly the Successor States will be featured as employers for mercenary players rather than as factions we actively join. ComStar can fit this role perfectly, though the number of available missions will dramatically increase as the ComGuards are revealed and ComStar takes a more active role in the Sphere's politics. I don't expect to see much of them to start with.
As an employer ComStar may well be able to provide access to specific tech upgrades, at least after they reveal that they have that technology. Something like a "Do this for us and we'll give you an ER Laser" system would work. Similar tech access through the Successor States would be an interesting way of restricting some of the tech that is rarer in-universe, including 'Mechs that are exclusively built by a particular faction. Want a Wolfhound? better get in good with the Lyrans then.
