Well, he's probably still basing it on a 0.5 second cycle rate, and in one second, this indeed allows you to deal 6 damage.
0 seconds: 2 damage
0.5 seconds: 4 damage
1 seconds: 6 damage
Considering that you are rarely firing AC/2s for longer than a few seconds, the "counting at 0" can be quite important - if you're the one initiating the fire exchange (for example, by leaving cover, aiming and then taking your shots - the time needed to aim or leaving cover is mostly* independent of the weapon, so it starts to matter when you start firing).
If you only have 1 second, an AC/20 can deal 20 damage, an AC/2 only 6 or rather now 4 (since the ROF is slower than 0.5 seconds now).
*) I'd argue this is the one time hitscan weapons are better off, since it's mentally easier to put the crosshair directly on the target then to put it on where the target might be when the projectile is there.)
