I tried to login to the public test for UI 2.0 but I keep receiving "This account is not authorize".
It's not a time issue as the schedule states 4 p.m. to 6 p.m. PST. I'm 6:17 p.m. EST, so technically their test wouldn't end until 9 p.m. in my time, so why can't I get in???

You are mistaken. It is very much a time issue.

The next test starts in 25 minutes.

Side note: If the test ends at 21:00 your time, and goes 2 hours, then it doesn`t start until 19:00 your time
