since for some reason its not present on my pc could someone give me a list of variables that can be modified using it?

The user.cfg is not included as a default part of the install. It used to be, and the default was simply a blank file.
My User.cfg has cl_fov = 75 and that's it.
Try looking for 'high end user cfg settings' and 'low end user.cfg settings' and such, as well as modifications for joysticks. Generally they are all taken from Cryengine's defaults, although many options present in the default Cryngine are locked and not adjustable or have strict limits on values (because you could easily exploit some stuff, like environment rendering)

I thought the FOV was capped at 60?

No, the game defaults to some low value. The limit is probably 180. You start getting visible distortion at around 80.
