It seems like MWO is suppressing key registrations.
I have a simple macro that pushes the "6" button for instance. It works in all other applications, but when I switch to MWO it does not register at all. I have tried changing it to 50 ms rather than just 10, and still nada. It seems MWO is suppressing the key or hardware somehow.
I have installed the Microsoft Keyboard and Mouse (win 7, 64 bit) but also tried uninstalling and using intellitype (pro 8.0 and regular 8.2) and same behavior.
I saw on another thread with another programmable keyboard, they they had the same issue, and at one time in beta, the keys used to work.
Anyone having any luck with Microsoft Sidewinder X4 and the left macro buttons? If so can you tell us about your setup so we can get to the bottom of this?

Did you try the workaround in the other thread? That workaround is from another game so the issue is related to some changes in the OS.

Addendum - I looked back into it and found the same problem experienced by some in SWTOR:
The easiest way to get your Microsoft keyboard working withSWTOR MWO may be:
If you have a Microsoft mouse that doesn't work you can do the same with the task called Microsoft_MKC_Logon_Task_ipoint.exe
Thanks go to Eeky_Peeky over at the swtor forums if it works.

The easiest way to get your Microsoft keyboard working with
- Open the Task Scheduler and click on Task Scheduler (Local)
- Under Active Tasks look for a task called Microsoft_MKC_Logon_Task_itype.exe and double-click
- Find it again on the next list, right click and choose properties
- Check the box called 'Run with highest privileges' and press OK
