So i've built this 'mech, but it turns out that i need more heat sinks, which i don't really have space for. My question is this: Can i upgrade to double heat sinks to work around this requirement, or am i going to have to shed a couple of tons to get this thing operational? I don't really want to grind out the 1.5 million C-Bills, buy the upgrade, and then still have the 'mech not run.

Sorry, but you will need all ten heat sinks. You can get away with singles I think; the LB10-X is pretty cool running.

Bit of a build philosophy here. If I had a pair of LBX-10s to equip to my company, I would not put them on the Cicada.

Swapping in DHS puts you at effective heat neutrality, so you can fire forever (until your very limited ammo runs out).
I also swapped to FF armor and put more points on the legs to help keep you alive and mobile for those extra few seconds.
One problem remains, though. You must have a minimum of 10 HS to have a valid build. Yours only has 8, so it is illegal.
In addition, the build is crazy and won't do well outside of a few extremely select circumstances. Here's what I'd do instead:
CDA-3C
The LPL can tear open armor very well, which the LBX can then exploit to secure kills. It is still as slow as dirt, but at least can take a few hits. Plus, it's actually legal.

Oh yeah... Annoys the crap out of me in my locusts. Don't have this issue in any other light, since i don't go below 255XL there... And you really shouldn't go below 300XL in the cicada
You probably don't have the CBills for this, since XL engines are so ridiculously overpriced, but that's what i would do:

Levi's second build could work too, if you want to stick to the LBX and only have an 210XL

My problem with the build (besides the lack of heat sinks making it illegal) is the limited ammo. If you land EVERY SINGLE PELLET (impossible basically) and are within the long range so you do full damage (unlikely) your maximum possible damage is 450. That's not very high considering it's nearly impossible to get, too.
For reference, my 3C with ERPPC and 4MGs gets between 400-600 damage regularly (don't ask me how, ppl don't care that I sit there critting their internals into jello I guess). This mech also has more potential for damage (infinite), more speed, and some long range weapons.
