The more I look at these pics, icould just be how horrible the UI looks at the lower resolution, meaning everything including the target reticule, that just makes the textures also seem horrible. Sort of like that show on tv called mindgames. But i'm pretty sure everything looks like crap now.
Regardless, its not a good change for me and looks terrible unless at 1080p.

Looking at your screenshots it's pretty obvious that your video card is not running in the lower resolution. All your example screenshots are 1920x1080 pixels, which means your video card is actually running at that resolution. So the software is scaling the lower game resolution up to your video card resolution. This is also why it is running really slow, because it's using your CPU to do the scaling.
There might be a bug in the game, your DirectX drivers, or video card drivers where it's not properly switching your video card's resolution. Or it could just be due to running in "Windowed Fullscreen" mode instead of "Fullscreen".
From the main menu Settings (not in-game), be sure to select "Fullscreen", then choose a graphics detail setting from the dropdown box, and click Save. DO NOT edit any of the Advanced detail settings, there is a bug where changing anything in there will cause
Very High Detail High Detail to be used. Choose only the preset detail levels!
Edit: It seems best to avoid "Low" detail also, "Medium" is now the new low setting:

If that doesn't work, then set your Windows desktop resolution to the same resolution you wish to play the game in (using Nvidia control panel for example). If your Windows resolution is the same as your game setting resolution, there should be no scaling and it should look much better.
To see if it's working, take a screenshot with Print Screen and see if the pixel count matches your expected resolution.
