Neither Endo Steel nor Ferro Fibrous will increase damage resistance. Other than that, any action by PGI at this point is unlikely. The best thing to do always is to kill your enemy as quickly as possible, usually via the CT. There is no getting around that. Buff the CT, and it becomes the legs. Destroying the CT has been and always will be the most common way of killing a 'Mech, and making it "highly risky" is, quite truthfully, absurd.

Yeah, it's really not going to help - especially being your opponent will have it too.
Endo Steel simply halves the amount Internal Structure weighs.
Ferro reduces how much the armour weighs, but not how much you can take.
If you're getting cored from the fron a lot, either:
You're standing in the open facing down the enemy team (you should stop doing that)
You're charging in blindly and just letting them shoot at you (Torso twist to spread damage, or use cover)
You aren't torso twisting while reloading (this really helps)
You've got 'balanced' armour (half front, half back, or even just slightly more at front. I find 1/4 rear, 3/4 front works pretty well, but if you're almost never getting cored from behind, you could drop to as little as 5-15 rear and max front)

If you are equipping both Endo and Ferro, you wont have much room for weapons and ammo and heatsinks, which means you are just a big cool-running appetizer.
Improve your builds so you aren't easy meat and improve your aim and strategy to kill the enemy and not try to leave him with half his weapons and a kill.

If they are coring your CT it is because they can see your CT. Only present your CT when you open fire, then twist away.
Shooting mechs in the CT is the fastest way to take them out, barring ST's on XL mechs. It's natural that people gun for it. If you run a STD engine and regularly die with both ST intact, you need to practice rolling damage.
