But, what do you do when someone on your team really is intentionally shooting you? What is the proper response? Do you shoot back, or do you just have to let them keep at it until you are dead? What is the ettiquite?

I will be really interested to see how folks respond to this and what their take-away is.
For me, it has happened three times. The first time I was shocked and didn't know what to do, ended the game pretty pissed. The second time I called the guy out by typing "why did you just kill me in team chat" he quickly apologized said it was a accident and we went on. The third time, I put it up in chat and the guy just hurled abuse, so....... there is that.
Luckily the matches are quick and you can just move away from the occasional d*ckhead.

In reality, it can play out a couple different ways.
1. Nothing, perhaps some remarks in chat
2. The damaged mech does a stare down with the offender and that's it.
3. The offender constantly keeps shooting in which case his teammates will likely call his behavior out in global chat and deal with the offender by killing him (or at least disabling him but that is usually a lot harder)

It sucks, but Jonny has the right idea, the match is over quickly so just move on. Although I will call them out in Gen. Chat. Against the rules here, but I will damn sure Name and Shame in-game when it comes to TKing.

I generally ignore the first shot. No matter how intentional it looks.
If he does it again I say name and what he's doing in global.
If he keeps shooting I spend the match sending name, action, time with my screenshot of the team lists to pgi at support@mwomercs.com.
I've only been team killed that way once. Not worth getting worked up about, and getting angry or shooting back tends to bw a wate of effort.
I do often stop and glare silently at people who shoot me though.
and if the first shot does significant damage I'll say something neutral in team chat "great, someone just shot me in the back with an ac 20."
Either way you end up down at least 1.5 mechs, so best to just use the time filling out a ticket.

It's a tough one, mainly cause the "report" function can be a bit cumbersome for a lot of people so they often take matters into their own hands.
I learnt that the hard way.
Some guy was just shooting me in the back as I was just walking along, I tried to shake him, change peth etc but he just kept following me and shooting.
Eventually I got annoyed enough to retaliate and then other members of my team started shooting me as well, thinking that I was the one strated (or so they said in chat anyway). I am sure that pill ha da good laugh when everyone else started attacking me. Learnt my lesson though, now I just stand still and wait to die but honestly, it's so infrequent it barely registers.
The offical view would be to report them and press play again. In game ettiquite would be the same, just move on.
Sucks, but retaliation gets you nothing and worst case if you do kill him, you loose the C-Bills and XP too.

honestly I think the game could benefit from being run in that style instead of sort of a "throw-away" feeling match up. Run a constant number of match servers with longer games, multiple modes, maps, etc. and have an active admin on each one, also allow player run servers, which would free up the excuse of "opening a server in your country is expensive", to which you can say, "Well not if we the players are funding it" I think it would certainly clear up quite a bit of "behavior issues" and well solve some lag issues for people playing somewhere that really just needs its own server.

If it is obvious they are intentionally TKing I try to spread the damage as much as possible. It just makes it more obvious when you report the player if you are massively damaged by the friendly fire.
Take screen shots of anything needed to identify your killer and send a email to support along with the images and a message explaining what happend, player(s) involved, time of day, and map.
Finally, and most important. Move on, don't let it get to you.

Keep in mind, I've been around long enough to know and overlook accidents and expect team damage if I happen to jump between the team and the enemy. By offense I mean there are no enemies, no reason to shoot, and randomly get shot by a player next to me because said person was bored.

A Heavy Metal pilot alpha-ed me in the back once for make a joke about it being a woman's mech.
AC40'ed him in the cockpit when he shot me a second time.

It's pretty easy to differentiate between intentional and accidental friendly-fire. I guess I'll admit that I have no qualms crippling or killing a TKer. I have enough c-bills to take the hit.

I don't know what's proper but I'll state "XX is TK'ing me" while evading, and then turn and, provided they don't write a really good reason for what just happened, will get blasted me like any other hostile.
In my experience just about everyone on the team will help you in this situation if they know who started it.

In general? It's contextual and you need your best judgement.
Accidents? They happen so often. I run through so many friendly laser beams trying to dodge an enemy's AC/20. Mea culpa.
Some dude accidentally firing his weapons at match start? Well it happens, maybe he was alt-tabbed. Grin and bear it, and think about the sweet revenge you'll get when he's on the opposite team.
Somebody who repeatedly shoots at you? Well, get you some screenshots and file a report, because we don't need that.But in all cases, take it with some dignity. Retaliation isn't really going to help and getting angry is what the troll's looking for.

Maybe something will happen. But don't bet on it.
Don't take it into the next match you see them. That's a quick way to get banned for griefing. Unless they're on the other side. Then give 'em a little extra.

Accept that it may or may not have been intentional, type in chat, "XXX, did I block your shot?". That usually leads to a friendly apology.
If it doesn't and he's being a ass, screenshot and move on. If the same guy TK you a second time, screenshot and inform your teammates there's a TK'er and take a few minutes in mechlab to desynch the drop cycles.
Rarely happens to me, could be because I mostly drop in a lance of four with similar paintjobs. Nothing like the promise of swift retribution. To be fair, I can always get a second opinion of what happened over VOIP.
