DISCLAIMER: I am not against AC40 or Poptart builds. I have no problems facing them. I'm just kinda spitballin' here.
What if we designated certain weapons as "Prime" weapons? Similar to how a mech can only have one ECM, or 1-2 AMS, we could limit certain weapons to only one?
Maybe AC20s, Gauss Rifles (and then remove the charge up), ERPPCs (PPCs would still be unlimited).

IMO there should be a hardpoint limitations (similar to MW4). For example CPLT-K2 arms are designed to mount PPCs, but RT and LT are designed to mount only a MGs, so you can't mount AC20s there.

Except that there are canonical 'Mechs that mount multiples of just about every single weapon. There is even a canon AC40 'Mech.
On my K2, I moved the PPCs to the torso's because i needed the vertical aiming from the Lasers being in the arms. Forcing me to mount MGs in my K2 would severely limit its battlefield effectiveness. Exactly how threatening is 2 Machine Guns? I'd rather my UAC5s.
PPC Spiders and Commandos are incredibly effective hit and run snipers. But hardpoint sizes would stop them from mounting PPCs.
Hardpoint sizes would also severely limit general customization in our 'Mechs. We'd end up being forced into using close to stock loadouts because the hardpoint sizes wont let us change the weapons much.

Yes, this would limit customization of IS mechs, but it would also make them more individual, more role specific. If you want to customize weapons more freely - use omni-mechs.
Yes, I also like double UACs on my K2, but it's wrong, wrong I tell ya!
