The idea of the suggestion is that each level of mech skill would have more options to choose from, but only a certain number would be needed to advance to the next level. For instance, The first level would have 12 choices, but only 8 would be needed in order to advance to elite. For that level their would be 6 choices, but only 4 would be needed to go to the next level. And the final level would have two choices (some alternative to the extra module option).

The purpose would be to give more options in skill advancement and choice of tweaks. In this way not every mech you meet that has been elited or mastered would have the same abilities. Of course some work would need to be done to make the additional optional skills both a) desirable to gain and ;) balanced with the other skills of that level.
