1st try to remove dust from your pc ( just did it and it gave me additional 15 fps)
2nd try to run the game in lower res but the same aspect ratio on higher settings

1) My PC is clean i clean it regularly
2) when i lower resolution on my 23" LCD saying it looks "bad" its not enough so it not an option
as for my CPU running at stock GHz i tried 3,4GHz its max i can get with my cooling but its not hel much maybe 1-2 fps more so its not worth it imo. I dont thing 3GHz its to low for this game as other games run smooth: BF3, BF4, Warthunder and many more.

for what ever god awful reason pgi has, this game is massively cpu clock speed hungry. i get an avg of 50 with my specs which u can see below.

Phenom X4 BE runs 50 FPS in my PC constantly at 1080 you may have turned on Anti Aliasing or something else that is a huge performance hit. Check your settings for things like those.

Anti-Aliasing is not processed by the CPU, though.
@Topic: MWO still doesn't use hardware to it's limit be it CPU or GPU. I just tested it by monitoring load while playing. Game client causes between 60-70% load on both CPU AND GPU. The game still isn't optimized enough. Don't bother buying new hardware until this is finally fixed (will take a few years). New hardware might be faster, but it is very possible you will be able to run the game on your old hardware just fine (in the future). Looking at Crysis (same engine, performs a hell of a lot better) and even people having performance issues with GPUs in range of the 780 GTX or faster CPUs make this kinda obvious.

MW:O only offers PostMSAA for antialiasing, and it doesn't ask for much in return: http://mwomercs.com/...-and-cryengine/
What are your in-game settings? Particles, Shaders, and Environment all hate everyone they meet …
