Unused Menu Screen?

This thing has popped up twice in brief moments while my skills menu is loading. I can't tell what it's original or intentional purpose is, but it's interesting.

I meant more something along the lines of MissingNo from Pokemon, which not only requires bugged stuff to see, but is itself another bug.
IE: What you are seeing is leftover data or the like that isn't actually anything specific, but somehow you triggered something that translated it into something else.

Well Missingno and the glitch menu do have approximately the same aspect ratio, so...

just something to keep in mind.
I am willing to bet it is an unused screen though - not just a glitch-within-a-glitch

Had it pop up for me a couple times last night as well -so you aren't alone.

I often see it for a brief moment when I'm switching tabs. It looks like the mouseover information for an item,but without the actual info.
