Dx9 Frame Rate Drop

My frame rate's been dipping when using DX9. sometimes dips down to 30. noticeably clunky feeling.

GPU temps also went from 60* to 70* not really comfortable having it that high

Most can comfortably go to 90 (though I wouldn't advise it regularly).
