Another way to look at it is from the viewpoint of the 'technicians' in game. Artemis and standard guidance are exempt...but when it comes to armor, internals, and heatsinks, there's major overhauling of the mech' required to swap these out compared to swapping weapons and engines or adding more like heatsinks. For armor and internals they have to switch everything on the mech' out, adjust how everything will fit, modify mount locations for actuators, myomers, the gyro, the engine...everything on the rig already. And in the case of heatsinks they have to modify the engine; an important and expensive component in and of itself; to accept the new heatsinks proper.
Granted this is all "horse-puckey details not needed it's just a vidya game" but it adds just a bit of extra realism to it all. The Mechwarrior games started as simulators after all...

Any work done on your mech has to be done by those union technicians otherwise they will strike and no mechs will be maintained.

Maintaining a complex machine needs specialists and for those you pay, unless your the clans in which case the techs do what you say or get killed for disrespecting a warriors orders.
