So, I tried playing a match after several months of absence, and after feeling that I did fairly well despite the lag, I saw that during the match I had scored a total of 10 damage--with a ping of 1809, which is abysmal compared to most other players' pings of ~200 in the match. Further, I wasn't able to find a way to change the key-bindings of things like "toggle enemy," and my "toggle view" had a significant delay--although this probably has something to do with my enormous ping.
Anyway, my questions are: how out of touch am I--am I just missing something or are the new builds off somehow? And is there some known issue here with regard to the lag? Is there a fix? With the same internet connection, I hadn't had a problem before, despite living in South Korea.

Toggling your zoom or view mode with a high ping will have a significant delay- Those chances must be vetted by the Server Authoritate system before they can come into effect, just like firing your weapons.
A ping delay of nearly two actual seconds will cause all kinds of errors and will make consistent hit registration virtually impossible. The HSR system is only really engineered to handle ping up to 400-500 MS, not 1800.
If you contact Support@mwomercs.com they may be able to help you run a tracert to the server here in Canada, but to be honest you are at the mercy of international internet archetecture and even if nothing changed for you locally, and nothing changed for the server, you could see wildly different performance when trying to play a game on a server on the opposite side of the planet.
My own ping has degraded by ~15ms and I've narrowed it down to a particular internet switch between me and the server, but there's nothing me or PGI can do about that segment of the internet route. There's a pothole in the information superhighway and there's no way to go around.

They did put support for DX11 and reset your graphic settings. I would first say to reinstall. Then set your graphic settings for low. After that I don't know.

That's a bug that's been happening from time to time, it's best just to quit out of those matches. They're doing some hefty server maintenance over the next few days so hopefully that'll fix it. I'm just getting back into the game myself after a long hiatus and not a whole lot seems to have changed. The UIs have a 2.0 after the name now, the bases have defensive turrets in Assault mode, and everyone's still focusing on long range combat over brawling (though that's at least partially due to the massive LRM speed boost and the trial Stalker being an LRM boat. Hopefully when they knock it back down a bit it won't be so egregious). Other than that, pretty much same deal as usual; fire things at the enemy before they kill you but not so much that you overheat and die.

A ping that high is basically unplayable. There are connectivity things on your end to check though. Are you wired or wireless? Wired is better. If you go to a friends house or somewhere else do you get a better connection? Do you have issues with other games/websites? More than likely, there's not much you can do. As Redshift suggested, contact Support. They can have you run a series of diagnostics to see where the holdup might be.
