The way Microsoft treated DirectX as a marketing tool to sell their current OS in the past few years, I'm sure they'll announce that it will only work with Windows 8.1 or the upcoming Windows 9.
It wouldn't surprise me one little bit, if they will not provide DX12 support for their currently most widespread OS Windows 7, as they started to neglect it, the moment the successor hit the market. Just like they did with Vista and they are now doing with 8 (without the .1).

I hate to, but I have to agree with you. Personally I am one of the few that likes win 8 but not for the metro crap.
Altho 8.1 has given me a UI glitch I cant figure out..
They are force feeding everyone Win 8 and Direct X seems to be a spoon. It's a dangerous game they are playing.

They already anounced that DX12 will be designed closer to hardware just like mantle is. Praise the competition.
It will probably tied to 8.1 or 9.

Keep in mind that this will have no relevance in the immediate future, but is an announcement on the release of tools that developers can play with.
DX is usually released and then optimized to the GPU manufacturers, only once you start having "DX 11 compatible" hardware are the game devs ever going to care.
I mean seriously, DX 11 was announced back in 2008 and didn't even get a hard-lined game that was "compatible" with it till 2010, and the major engine developers only cracked their engines up to utilize this in a gameplay space around 2012.
This is a stepping stone for developers It means nearly nothing to the end user for another 3-5 years.
