Everything genius is simple:
Snap quirks to pilot Tier: 5-tier player have quirks in full power, 100 %. Each tier quirks slack by 25 %, for example 3-tier player will have halfpowered quirks (it means on 5 tier it was +20% to cooldown AC, on 3 tier it is only +10%), 2-tier players - only 25 % of its full power. So. all 1-tier players will be with zero powered quirks (equal to NO quirks).
Balance? Balance is: newbies can't play properly, they are just learning to play, to pilot mech - give them the most powerfull quirks. 1-tier player don't need it.
