With the stat reset are elos going to be reset?

No, of course not. Why would they do that?

Elo is not a user facing stat.

They are resetting the user facing stats, except obviously XP and such. Weapon stats, accuracy, mech stats, etc.

It was not promised at all. I think it may have been suggested, and MAY be considered for the Launch module, but otherwise no.
