Is there a maximum number of times I can upgrade my clan package or can I only upgrade it one time? example would be if i bought an Uller pack now and say next week upgraded it to blackhawk and a week after that upgraded again to Thor until i reached the Masakari package.

This is true sir you don't have to buy it all at once but if you want it all you have to get it before they come out.
Also just because I am a sap for Nostalgia.
