With the description of the next matchmaker (with 3/3/3/3 drop limitations), it looks like it would be simple and balanced to allow a 5-8 man group queue at the same time.

Eg.
2-4 man queue; 1 lance on each team, rest PUGs.
5-8 man queue; 2 lances on each team, rest PUGs.

The magic part is that if the 5-8 man queue must abide by 2/2/2/2 drop limitation, then the rest of the company is still evenly filled out by PUGs in each category.

Can also work for a 9-12 man queue (although pity the poor PUG who doesn't pay attention that he's in the Company queue.
