I'm saving up to buy a new mech, but the only one with 2 AMS slots that I know of is the 13-million C bill Atlas. Are there any others that are cheaper?

Your options are:
Lights:
Locust LCT-3M (20T, 5E, 2AMS) - 1.4m Cb
Firestarter FS9-S (35T, 6JJ, 7E, 2AMS) - 2.23m Cb

Heavies:
Catapult Jester (65T, 2JJ, 6E, 2AMS) - 4875 MC

Assaults:
Stalker STK-5S (85T, 6E, 4M, 2AMS) - 10.92m Cb
Atlas AS7-K (100T, 4E, 1B, 1M, 2AMS) - 13.7m Cb
For checking mechs out Smurfy is a great resource:

Personally, I'm going to go for a Locust 3M or 1V next, to master my Locusts, but they're so light, 2-3T on a 20T frame is a LOT, and I'm not sure if it's worth it specifically for that (maybe with 5 small lasers?).

Another thing to factor in is what mechs do you have/want? Mastering a chassis requires 3 variants to master. Also, out of all those chassis, the Locust is the best Locust, but still a Locust, the Firestarter variant is effective but similar to the others, the Jester requires real life money as it's a hero, and gives a 30% C-bill bonus, the Stalker 5S is a neat supportive mech and you get an XL to boot, and the Atlas K is very expensive and should only be bought for the XL300 if you don't already have it. It's so bad in my opinion I personally had to use a 'meta alpha loadout' in order to grind it through, then it was decent but still pretty bad (2xPPC 1xAC20, very lame config but I learned why people like it so much).

Edit: But I'm not gonna lead you away from AS7-K if you want to master Atlas, it's up to you. It's quite effective with dual AMS, though there are cheaper mechs with dual AMS.

SL are more potent than most people realize - only real weakness is the low range - which is offset by how fast you are running in it. :)
(lower strike damage is offset by both the lower beam duration and heat)

Locust-3M, dual AMS, 3ML + TAG
You can switch the TAG out for a 4th ML.

That is a terrifying amount of rear armour....
A mean look and you'll explode O_o

Need to finish kitting out my CPLT-A1 atm (that or I may go sod-it, just get basics up, then elite the other two for now, in favour of Locusty goodness. :))

Hmm, the firestarter looks like something I'd like, since its cheap.
Currently I have the Cataphract 4x (I love ballistic mechs) , but missiles really make me mad, so I was wanting a tank with 2 AMS systems xD

Yeah... the Locust not so much of a tank.

But give it some time, and LRM use will go down. It's part of the "weapon balance" pendulum - the projectile speed on LRMs was boosted, so a lot of people started using them. In response, people will start adding AMS back on to their builds and pulling out their ECM mechs, and all of the people that jumped on to the LRM bandwagon will eventually jump back off.

This. I run with one button set to "alpha" and another to chainfire. Get a near constant stream with 5.

Thank God I almost own them all. ;) Look up missiles incoming. Cept for the Atlas K do not have that one.

A trick to Locusts to avoid rear hits, possibly works on other Mechs.
I have done this in Locusts, it work.
When running away from enemies, twist torso 90 degrees either way. This means you have to know the terrain and drive without seeing what is ahead but it also makes any shots hit on the side (front) instead of rear. The Locust can even torso twist almost all the way back (130 degrees I believe) so long as you run away at an angle so you can fire back while running and take hits on front armor. Add in some dodging and it is hard for some shots to connect.
Few Mechs have this degree of twist.

156 with the elite efficiency ulocked, so yes, running and gunning behind you is a solid way to return fire.
Though I must say its is a really confusing experience if your trying to zig zac in order to avoid damage, as you then need to twist the torso to the other direction repeatedly in order to get an optimal amount of shots out.

Nah, I just time the shots for when they line up right, done it.
I have also done circle fights with lights shooting at them backwards behind me while, being in front, dictating which way the 1-on-1 Light fight goes.
